Three years ago the City Council established a goal to conduct a study of traffic congestion in downtown Lafayette, and directed the Circulation Commission to develop a problem statement and scope of work for this study. The Council subsequently adopted a work scope and directed staff to seek funding to undertake the work. Lafayette was awarded a grant from the Contra Costa Transportation Authority (CCTA), in the form of consultant services to conduct the study. To guide the robust public engagement process and to oversee the undertaking of the study, the City Council formed the Downtown Congestion Reduction Plan Steering Committee. The first order of work for the Committee was to make a recommendation to the City Council regarding consultant selection so that various agreements with CCTA could be finalized to begin the work. Arup, of San Francisco was selected from CCTA’s prequalified list as lead consultant for the study.
