Notice is hereby given that the City of Lafayette Parks, Trails & Recreation Department (City) will be the Lead Agency and will prepare a project level EIR for The Leigh Creekside Park Master Plan Amendment Project (proposed project) pursuant to the California Environmental Quality Act (CEQA) (Public Resources Code Sections 21000 et seq.) and the CEQA Guidelines (Title 14, Section 15000 et seq. of the California Code of Regulations).
The 0.6 acre project site is an existing neighborhood park located on the corner of 4th Street and Moraga Boulevard. The proposed project would adopt and implement the Leigh Creekside Park Amended Master Plan, which would re-define the project site as an active neighborhood park and divide the park into two designated areas; a passive area and an active area. The passive area would include Americans with Disabilities Act (ADA) accessible pathways, picnic tables, benches, and natural surface areas. The proposed park’s active area would include construction of two new children’s educational play structures; including boulders, paleontological themed climbing structures, log benches, and other historically themed play elements. Implementation and adoption of the proposed project would introduce a total of 1,586 square feet of impervious surface to the project site.
Following approval of the CEQA-required environmental review and the approval of the proposed project by the City Council, the following discretionary permits and approvals from the City would be required for the proposed project: grading, building, and tree permits as needed. Minor amendments to the Lafayette General Plan, the Parks and Recreation Facilities Master Plan, and Leigh Creekside Park Master Plan would also be required to re-designate the project site from a “passive” to an “active” neighborhood park in order to maintain consistency throughout all planning documents.
An Initial Study was prepared pursuant to CEQA and the CEQA Guidelines. The Initial Study is available for review at the City’s website at (www.lovelafayette.org) and at the Lafayette City Offices, 3675 Mount Diablo Blvd., Suite 210, Lafayette. As shown in the Initial Study, the following environmental topic area will be analyzed in the EIR: noise. Cumulative impacts will consider impacts of relevant projects in and around the project area combined with those of the project. An evaluation of project alternatives that could reduce significant impacts will be included in the EIR.
The City is requesting comments and guidance on the scope and content of the EIR from interested public agencies, organizations, and individuals. With respect to the views of Responsible and Trustee Agencies as to significant environmental issues, the City needs to know the reasonable alternatives and mitigation measures that are germane to each agency’s statutory responsibilities in connection with the project. Comments on the NOP are due no later than the close of the 30-day review period at 5:00 p.m. on Thursday, March 8, 2018.
