RFP: Lamorinda Development Mitigation Fee Nexus Study Update
The Lamorinda Fee and Finance Authority (LFFA), a joint powers authority comprising the City of Lafayette, City of Orinda, and Town of Moraga, invites proposals from qualified consultants to prepare an update to the Lamorinda Development Mitigation Fee Nexus Study. The Study establishes the legal and technical basis for collecting and allocating transportation impact fees to fund local projects that mitigate the impacts of new development within the three jurisdictions.
This update will ensure the fee program remains legally defensible, aligned with current development forecasts and transportation priorities, and equitably distributes mitigation responsibilities among the participating agencies.

Inquiries to the RFP
Inquiries on the contents and requirements of the RFP will be accepted in written form only. Inquiries shall be emailed to the attention of Patrick Golier (pgolier@ci.lafayette.ca.us) by Friday, August 29, 2025 at 5:00pm Pacific Time, after which time no further inquiries will be addressed. Written responses to the inquiries will be uploaded to this webpage and provided by Friday, September 5, 2025 and to all consultants who have expressed interest in the project. City staff cannot respond to questions individually.
Responses to Inquiries
The City received several inquiries on the content and requirements of this RFP prior to the stated inquiry deadline of August 29, 2025. A PDF document containing the questions received and the City’s responses has been posted below for the benefit of all prospective proposers. No additional questions will be accepted after the deadline. Proposers are encouraged to review the responses carefully, as they form part of the RFP materials.
