Proposed Development at 949 Moraga Road to Provide Supportive Housing for Individuals with Intellectual and Developmental Disabilities
The City has entered into a partnership with non-profit developers, Sunflower Hill and Satellite Affordable Housing Associates (SAHA) to support the development of 48 permanent supportive housing units at 949 Moraga Road (the City-owned parking lot across from Lafayette Elementary School). The City has pledged to contribute the land for the development, conditioned on the project acquiring full funding.
Sunflower Hill has proposed to construct a new four story multiunit residential building designed around an open central courtyard area with 47 units of supportive housing for adults with Intellectual and Developmental Disabilities (I/DD) and 1 unit for an onsite manager.
The development will include one- and two-bedroom apartments, a community room, fitness room, teaching kitchen and small garden as well as landscaping improvements along Moraga Road. Sunflower Hill has presented conceptual renderings of the project, however the design has not yet been finalized.
Sunflower Hill is currently applying for grants and other funding to build the project. In September 2025, Sunflower Hill was awarded State Multifamily Finance Super NOFA funds towards construction and support services.
